does this part support hdcp? does it work with ps4/xbox or only cameras?

It supports HDCP however I don’t know what is your intention. It supports so blocks streaming that is not authorized. At least this is what it does on my TV box. To get working search for reaper or splitter that will strip HDCP and then it works. I found mine at AliExpress.
Cameras work 100% because you are the owner of the content.
Not sure about PS.
