Does the Satechi ST-SCMA2M provide enough wattage through the USB 3.0 ports to power a 2.5A device (Raspberry Pi 3)?

The Raspi is very finicky when it comes to the Power Supply. USB 3.0 per Specification only supplies 900mA. Some Suppliers deliver up to 1.5 A via USB 3.0 but that's it. None of these single USB-C Docks provides enough power via USB 3.0 without a separate Power Supply. A Thunderbolt-Dock provides 15 W via USB-C/Thunderbolt-Ports but comes with its own Power Brick.
