can you connect two pairs at the same time with the same phone (S21)? like the Samsung Buds Pro?

Yes, you can, because the S21 can generally connect two different Bluetooth speakers/headphones and play them simultaneously. E.g. UE Boom + Buds / Buds + Sony XM3 / Buds + Buds Pro.
