Can you connect a mac mini with two cables to the monitor, so that you can use the monitor part with the same mac? with the same mac?

Yes, that should work.
No problem.
This should not be a problem from the monitor side. The question is whether the Mac allows it when it "sees" the same monitor on both outputs. With PCs, there were difficulties when using only one graphics card, although the card could operate several separate monitors.
