Can the Powerstation be used while charging? i.e. am I charging but have things plugged in at the same time?

Yes, that shouldn't be a problem.

I have mine constantly plugged into the solar panel and charging while I draw power.
You can check the app to see how many watts are being charged and discharged.
The USB ports are always switched on and you have to switch the 230V on and off separately.
