Can I use the touch function on the monitor with this cable? I don't have HDMI on my PC...

I can't answer that because I don't have such a monitor. The only thing I can be sure of is that DP to HDMI is "one way". This means that this cable does not go, for example, HDMI to PC --> DP on the monitor. Then you need an active cable. It is best to ask the manufacturer.
