Can I use it to connect a PS4 to a PC monitor?
I tried this cable with my PS3 and my hp z23i.
It works so far. Blu-Ray discs and games (which are mostly DRM protected) work with it.
As already mentioned, the sound must be streamed separately, e.g. via the digital-optic output on the PS3.

Besides the sound, you might also have problems with copy protection properties of HDMI, I don't know about the PS4 but for example the PS3 did not play certain content (like BlueRay movies) over such a cable, but only if there is also an HDMI device on the other side.
That depends on the connections of the monitor, DVI does not transmit sound. A PS4 has an HDMI connection.
