Yes, you can. Almost all dash cams can do that. Some even do it automatically as soon as they feel a more violent vibration.

I don't quite understand the question. In any case, it is easy to take the memory card out of the unit (the unit is permanently mounted in my house) and read it out on the computer. The film of the trip is automatically divided into approx. five-minute blocks and can be further processed with usual image editing/video software. The picture quality is not outstanding, but corresponds to the favourable price, the large angle of view and the declared purpose (documentation).
