Can 2 external monitors (1x HDMI and 1x VGA with VGA->HDMI adapter) be operated with this adapter and a Latitude 5290 2-in-1 laptop (Intel Core i5-8350U CPU 1.70GHZ - Intel UHD Graphics 620)?

Yes, your laptop is compatible with the graphics adapter. So everything should work properly.
If you don't have an HDMI to VGA adapter yet. We also sell our own adapter. Please search for HDMI2VGAADA on the Digitec / Galaxus website.
