Is this meter compatible with TACX home trainers (e.g. Vortex), including power? (Does it receive power data from the home trainer?)

According to the data collected, the Garmin Edge Explore is compatible with all Tacx exercise bikes that allow a connection via ANT+ or Bluetooth. The Tacx Vortex establishes this connection via ANT+ and can therefore be controlled via the device. However, it is not possible to supply power via the exercise bike. This must be done using an external USB cable.
