Yes, a set of starter cartridges is already included in the delivery. However, these are often only half-filled and a lot of them are used when setting up the printer. I therefore recommend buying a set of ink cartridges directly.

There are 2 cartridges included, the colour and the black. Since the print head is directly in the cartridge, there is no need to fill it during installation and 100% of the cartridge can be used directly for printing. I still ordered a set of colour and black cartridges when I bought the printer (for the first change when the supplied ones are empty).
