No, of course that's not true. You can set up hotspots with it, just like with any other current Android smartphone🙂
Have you already deactivated the advertising services? Under Settings, More settings, at the bottom click on Security, then on Deactivate advertising services.

The Face ID on the Redmi Note 8 Pro is not the best, currently it should not be used. Unfortunately, it is only a 2D Face ID. In theory, you can unlock your phone with a photo of you. Therefore, I would not recommend Face ID per se. More expensive phones, such as the iPhone, now have 3D Face ID, which would work with a mask. But not with this model.
Your question is a little unclear. Do you want to copy a PDF file that is on the Xiaomi Redmi to the desktop of your computer?
