Can the connections be regulated individually or do they all run synchronously? If not, is there a better device that can do this?

If the fans in the case have 4PIN connections, yes. You can theoretically also connect 3PIN fans, but then they will always run at 100%. The unit itself needs a SATA power connector and a special cable goes from the Commander FP to one of your FAN connectors on your motherboard.

Good day, according to the manufacturer's page from Thermaltake, this commander should have a PWM input that takes over the control signal of the mainboard. However, the one in the pictures here does not. I would like to order this variant: https://www.thermaltake.com/commander-fp-10-port-hub-for-pwm-fans.html Possible?

Are the coolers fully functional after they have been connected to the toy, i.e. fanspeed, RPM display etc.?

Yes, no information is "lost" in the hub, if that's what you mean. However, your MB will see all 10 fans as one and accordingly they will always have the same number of turns.
