Can the connections be regulated individually or do they all run synchronously? If not, is there a better device that can do this?

I can confirm the statement of "Anonymous" so far. therefore: you can only control all fans at the same time. for this reason I switched to the Corsair Commander Pro mentioned by "Anonymous". in my set up I use two Commander Pro and 12 fans connected in series via USB. With this circuit, I can control the speed of each fan and the RGB lighting of each fan individually via a mainboard USB connection, and I also have additional USB interfaces through the Commander Pro.

No, not individually controllable, actually one connection should forward the rpms to the mainboard and via the mainboard you should be able to control all of them simultaneously. However, this does not work for me, i.e. I can only control one fan and the others run at max. I once attached the external fan controller from Noctua na-fc1 and suddenly I could control all of them at the same time via this controller. Somehow controlling all the fans doesn't work with my mainboard. As an alternative, you can use the Commander Pro from Corsair, which is a lot more expensive and only supports 6 fans. However, I have not tried this one. But since the Commander Pro is connected to the mainboard via USB and has its own software, I assume that you can control each fan individually. There are certainly videos about it
