It's really good that Digitec has started to add a lot of details about these docking stations in the description.
As it was often not clear how they work exactly.
Well, this one uses Displaylink technology, NOT USB-C DP-Alt mode and NOT Thunderbolt.
So it has a USB graphics card built in, which should be running at 60Hz, due to limitations.
In the Targus download section you can see the drivers. And it is this chip:

This has only indirectly to do with the dock. Swisscom has a technology in place to prevent illegal recordings. This prevents content from recordings and replays from being played on external monitors; live should be possible.
