Your mum can simply switch on the Samsung Galaxy A36 after charging, insert her SIM card and follow the short setup wizard. The mobile is then ready to use (calls, text messages, Internet). This is a new mobile phone. :) The A36 model series is the cheaper version from Samsung.
Short answer: Yes - the device is normally simlock-free and can be used with a German SIM card; Samsung itself does not lock devices for operators.
