According to my research, direct replacement is only possible with EM, HF or UN LED tubes from the following series:

the previous tubes were connected in a so-called tandem circuit. However, the LED tube is designed to be operated directly with 230V, so the wiring has to be changed. The ballast is no longer required. See link

As far as I know, this T5 LED tube has an integrated ballast, so you don't have to order one separately. I was able to install the lamp directly into the socket and it works.

No, this tube is not designed for a conventional ballast (CCG). That is why it is not included.
This one is for an electronic ballast.
Simply look for a tube for conventional ballast. There is usually a starter included. Apart from that, a starter for LED tubes is only a bridge (short circuit).
Unfortunately, the Digitec filters here are once again absolutely unusable, so there is no suggestion from me, sorry.
