In principle, yes. But it is primarily a Shield controller, so nvidia will also make sure that it works properly. It might not work with certain games (forums.geforce.com/default/topic/807785/steam-game-is-contro...), the usual issue with universal controllers.

According to the discussion I found on the NVIDIA forum, the controller can be paired with a PC (www.nvidia.com/en-us/geforce/forums/shield-tv/9/286793/shiel...).
Personally, I use the controller to play on the TV using the stream function of the Shied TV with the Geforce card of the PC ;)
