Yes, this is tuned. As long as the case is not exposed to permanent vibrations, there will hardly be any problems. I have 2x Noctua NH-U12DO A3 coolers weighing 1.65kg each on a mainboard. It has been working perfectly for months.
You won't reach all cores at 5Ghz below 100 degrees, but normal operation or slight overclock should be possible.

Since socket 11x sockets are compatible, also 1151. These all have the same hole spacing.
