I myself have the Super Gaming and it runs stable even with graphically demanding stuff, makes no noise and the temperatures under load are more than OK. I wouldn't know which of the two is better.

If RTX is important to you, then you can buy it, if not then buy the 5700 XT, e.g. from XFX. If you need the performance of a 5700 XT and want RTX, then buy the 2070S.
Coil whine can usually be prevented if you limit the maximum frame rate in the NVIDIA control panel to what your monitor is designed for. Coil whine often happens when increased FPS is generated (300FPS when loading games, for example).
