The MacBook Pro 2019 is capable of running a 4K monitor thanks to the TB3 ports. The 27UP85NP-W is a well-suited monitor, can be connected with a single USB-C cable and can then be used to charge the MacBook and as a USB-A hub at the same time. However, this monitor (like most good quality 4K monitors) is not necessarily suitable for a small budget.
The monitors are very similar; however, it seems the LG one also has a slightly brighter picture:

I would personally opt for the LG monitor.
The difference here lies in the different availabilities. These push up the price of the other model. However, we found a difference on the data sheets from the manufacturer. This model here is height-adjustable.
