The JBL Tune Beam headphones automatically connect to the smartphone after the initial pairing without the need for an app. After the first pairing, the headphones are automatically connected to the last connected device when activated, thanks to the Bluetooth 5.3 technology.

Do the leds light up when plugged into the charger? They should blink green during charging. If no, then try a different cable. If still no then send them back for replacement.
