The description says that the device had to be put into operation once because of the "region lock". What does that mean exactly? Does this mean that it is only restricted for use with a Swiss mobile phone contract? I would like to use the phone with a German mobile phone contract or a German SIM card.

The Region Lock is European and not just Swiss. It should therefore not be a problem to put the product into operation with a German SIM. Moreover, this has already been done, as you can read. The region lock has thus been lifted and is permanently deactivated. This means that the smartphone can now be used worldwide, e.g. with SIM cards from the USA, etc.
