Except for video, everything works with this dock, as it looks like the Surface doesn't support Thunderbolt.
Probably won't work, because the Samsung display only has one HDMI port according to the specifications and the docking station works with DisplayPort. In addition, your Macbook must have a graphics card that supports the high resolution of the second display. I use the docking station myself with a MacBook Pro 15 inch 2017 and a Dell monitor with DisplayPort and it works great.

No, or rather only by transferring the USB-C cable from one device to the other. The cable that is included is relatively short. The dock is not a switch for different PCs. It is connected to the MacBook or PC with a USB-C cable and the advantage is that all other connections are on the dock. That means you can easily attach/detach the MacBook and take it with you and all devices (headset, external hard drive, monitor, network cable etc) remain in the dock. So much for the idea... but I can't really recommend it. I had crashes with my MacBook, contacted the manufacturer and exchanged it (assuming it was a defect in the dock). My 100 CHF cheap adapter works more reliably and I retired the dock.

Not the exact same setup but my wife's notebook (Lenovo) also only has USB-C and that didn't work with this dock. I think it only works with Thunderbolt notebooks.
Works very well. Unfortunately only 30 frames in 4k mode (with MacBook Pro). A micro and SD card reader would have been great.
The docking station does not break in the process.
Just tried it, MacBook Pro 15 (2017) turned off: there was no reboot, it is definitely off.
