No, the scope of delivery does not include a charger. However, the controller and battery (via drone) can be charged using a standard smartphone adapter.

Sorry, I take back the question. The CE mark in this case has nothing to do with "CE", but is the small sticker that looks something like this: "=0=". It is present on the drone, so legally everything is ok.
