Is a USB cable included or does this have to be ordered separately?

Unfortunately, according to my information, there is no USB cable included in the delivery. You can find one on the product page under Accessories -> USB Cable -> Canon PIXMA TS8151 (Wi-Fi, Ink, Colour, Duplex)

Can the printer also scan to Microsoft's OneDrive? Can it create a searchable PDF (like Brother printers)?

Scanned PDFs (and JPEGs) can be uploaded directly to a popular cloud service, such as Dropbox, Evernote, Google Drive, One Drive. Creating a searchable PDF is also possible.
