In general, you can charge any battery bank with any charger that has the correct connections. How fast you can charge your battery bank depends on the maximum power of the charger. So yes, the PA-T11 charger will also do, it's just not as fast.

They are both Power Delivery with up to 90W. The difference is that if you are using both USB-C at the same time the one with the laptop symbol will get 60W and the other 30W or 60W, 12W and 12W if you are using all three at the same time.
I bought two pieces in white (and without cables) and have just tested them again to be sure. On both my power adapters, the plugs fit cleanly and without difficulty on all three connections.

I can't answer that question. I only know that one USB-C socket is labelled PD and the other with a screen symbol. The PD connection provides a lot of power. I can use it to charge my iPhone 15 without interruption. Otherwise, I'm very happy with it.
