Basically, the RX 7800 XT has the better benchmarks and would be an improvement on the RTX 4060 Ti. However, if ray tracing is important to you, it would not be the right choice. Then you would have to go for the RTX 4070, which again only has 12 GB of graphics memory, which is rather scarce for newer games. It is also a good deal more expensive than the RTX 4060 Ti for, let's say, a minimal improvement in the values at 1080p.
Yes, tight. It's best to mount the card first, then the CPU cooler... Otherwise you'll have to loosen the lower cooling fan and push it to the side so that the graphics card can be threaded in.

1000W power supply is easily enough. The card does not draw 750W, but rather around 400-450W under full load. The 750W is probably the minimum power supply rating.
