This is an offer from the retailer "das Warenhaus".
The one from Digitec itself for 233.- can be found here AMD Ryzen 7 2700X (AM4, 3.70GHz, 8-Core)
That's what happens when Digitec opens its sales platform to others.
The 2700x is second gen, i.e. Zen+ (not to be confused with Zen 2, which is the architecture of the 3000 or third gen).
The 2700x comes with Prism, you can also check it here: https://www.amd.com/de/technologies/cpu-cooler-solution
With the 2700 it is only the Spire, in my opinion too little for Zen+ on 8 cores. The Prism is better, but with PBO switched on, it is also at the limit, because Zen+ produces significantly more heat than Zen 2. If you really buy a 2700(x), I would recommend an aftermarket cooler.

Hello Nortlethics,
The box cooler is the Wraith PRISM.

If the question is whether an RTX 2080 super can be paired with the CPU: yes, without any problems. I run a 2070 super with the CPU and it runs without problems. But beware, the CPU runs quite hot from the factory, undervolting is worth it in my opinion.
