The 2700x is second gen, i.e. Zen+ (not to be confused with Zen 2, which is the architecture of the 3000 or third gen). The Prism is better, but with PBO switched on, it is also at the limit, because Zen+ produces significantly more heat than Zen 2. If you really buy a 2700(x), I would recommend an aftermarket cooler. If the question is whether an RTX 2080 super can be paired with the CPU: yes, without any problems. I run a 2070 super with the CPU and it runs without problems. But beware, the CPU runs quite hot from the factory, undervolting is worth it in my opinion.
