Hello questioner: I have tried it my HP notebook thinks the power from the USB-C is too weak to charge the device. When I plug in my Samsung S8 phone, it charges about the same as with the Samsung power adapter. According to the HP Link specification

the USB Type-C should deliver 15 watts (upstream, power delivery up to 15 W (5 V, 3 A)), but I'm not sure if my phone charges with 15 watts.
In summary: 15 watts are definitely too little to charge a notebook. (As far as I know, Apple's mains adapters are also at least 45W and more).
However, what works without any problems is: I can use the monitor from the NoteBook or my Samsung S8 as an external monitor via the USB-C interfaces.
