You can always buy fans separately. But if you mean the exact models of the enclosure, the manufacturer is silent about what exactly is inside. I built the enclosure for a friend and can't look it up.

What does quiet mean to you, how sensitive are you? Where is the tower, what kind of noise does the rest of your system make? Short, no, they are not. Long, yes, they can, if you don't let them run at 100% but regulate them down via the motherboard, for example. If it's under the table, you can let the fans run up to about 70% and you won't hear anything above the table. If you have it on the table, next to you, it will stop at ~50% and then you will still hear the slight noise from the draught.
Since SFX is smaller than ATX, it will not be possible to attach the SFX power supply. The enclosure is only designed for ATX power supplies. There are adapter plates for such cases, e.g. Silverstone SST-PP08 power supply adapter panel for SFX to ATX.

According to the manufacturer, you do not need the LED control box if you are only using the three front fans. If, however, you want to add other Corsair RGB products, you will need the commander pro box.
