Are the integrated fans quiet?
What does quiet mean to you, how sensitive are you? Where is the tower, what kind of noise does the rest of your system make?
Short, no, they are not.
Long, yes, they can, if you don't let them run at 100% but regulate them down via the motherboard, for example. If it's under the table, you can let the fans run up to about 70% and you won't hear anything above the table.
If you have it on the table, next to you, it will stop at ~50% and then you will still hear the slight noise from the draught.
