Can the ANC and control knob functions only be used when the headphones are used without a cable (i.e. via bluetooth)?

When the headphones are switched on (battery operation), the control knob and ANC can be used. The audio output then works via Bluetooth as well as via cable. If the headphones are switched off, the audio output via cable works, but all other functions are not available.
