You can connect an HDMI 2.1 cable to the HDMI 2.0 port of the Samsung 28" UHD Monitor UR55LU28R550UQRXEN. HDMI 2.1 cables are backwards compatible with older HDMI versions, such as HDMI 2.0 or 1.4, without any restrictions.

HDMI 2 is specified by the manufacturer. See also pro_cage's comment, it should work.
But you need a compatible graphics card to use features like Freesync and HDR10.

HDMI 2.1 cables are backwards compatible, so no problem. HDMI 2.1 would simply support 8K as well.
