Would it be possible to use it with another device via USB 3.1-C? (possibly via a USB-C extension cable)

No. The connector fits mechanically, but the protocol runs via Thunderbolt. That's why a Thunderbolt connection is absolutely necessary on the laptop. You need a USB-C docking station:
