The Chinese government still has to install all the state troyans in our Hong Kong Snapdragen version... I guess it always takes a while.
Unfortunately, I'm in the same situation, I've been waiting a long time for Android 11 and OneUI 3 with my Note 20 Ultra Snapdragen, while my wife with the s20 FE has had the update for a long time already....

According to Samsung, OneUI 3 and Android 11 for the Note 20 Ultra will be released on 21 January, i.e. next Thursday. However, the release may be staggered. Unfortunately, I can't find the link any more, but it will definitely be this January, as various sources have confirmed.
