In my case, only one LED flashes at a time. The LEDs that are permanently lit during charging indicate the charging status. When all four LEDs are lit and none are flashing, the charging process is complete.
Attention: Only charge via USB-C (the smaller plug).

Maybe the power supply is too weak. I use the one from my apple mac pro.
