What's the difference between the Swiss and German keyboards? Aren't they basically identical?

e.g. the (AET) on the Swiss keyboard is on the 2, on the German keyboard it is on the Q and special characters in general are arranged differently.

Depending on the manufacturer, the accents are different the German ß, the size of the "enter" key which is doubled on the Swiss keyboard.
