What reason can there be to buy the offered NON dual-SIM version of the Nokia 8 while the dual-SIM version costs the same ? Does Dual-SIM have a disadvantage ? Can the Dual-SIM version be used with only 1 SIM card ? Higher battery consumption ?

I am not aware of any disadvantages or negative differences. Of course, the dual-SIM variant can also be used with only one SIM card. Higher battery consumption seems possible, but should be minimal to non-existent when the second SIM slot is not used.

The only reason I can see for a possible move to the single-SIM variant at the same price and release on 01.09. 2017 is that everyone is likely to buy the dual-SIM variant.2017 is that probably everyone has ordered the dual-SIM version and there will be a big delay in delivery, which should be significantly lower for the single-SIM variant and the probability is higher that customers will hold the single-SIM in their hands before the dual-SIM customers (depending on the order date of course). <--- Speculation!
