The first answer is certainly not correct...! The following is correct:
Of course you can connect a hard disk via USB to the PC, as long as it is a 2.5" HDD. Unlike 3.5" HDDs, it receives its supply voltage via the data connector.
This is actually clearly stated in the product description.
