What is the difference between 4.0 and 3.0? Why is the price without promotion significantly higher than the price of the newer 4.0?

Samsung The Frame 3.0 has Edge LED, i.e. arranged on the side / Samsung The Frame 4.0 has Full Array LED, i.e. many LEDs, arranged over the entire surface and Full Array Local Dimming. LCD TVs with full array local dimming technology are much better than conventional LCD TVs. Where the LEDs don't shine, there's True Black - just like on OLED TVs. So Samsung The Frame 4.0 has a better picture than Samsung The Frame 3.0 The price can only be a mistake and should be lower than Samsung The Frame 4.0.
