We went on holiday twice with a rental vehicle. Now the adhesive on both brackets is gone. No corresponding accessories are offered, at least here. Are there really no adhesive pads to buy separately or what is recommended as an alternative (due to the high, long-lasting heat on the windscreen)?

No, there are no adhesive pads. But there are replacement brackets with adhesive pads as accessories. 
I have also used transparent construction adhesive from OBI ;-)
