USB 3.0 upstream port: what does that mean exactly? Is simply a USB port that connects to the laptop to connect the monitor's "USB hub"? Or can the monitor be used as a "docking station" for the laptop: i.e. a cable from the laptop to the monitor to connect image, sound, mouse and keyboard and charge the laptop at the same time?

It is the former. Upstream means the USB port is connected "upwards" in the hierarchy. At the top of the hierarchy is the host device (usually a laptop or a PC) and at the bottom are the peripheral devices (USB stick, mouse, keyboard etc).
Upstream is therefore in the direction of the host device and downstream in the direction of the peripherals.
You can connect as many hubs as you like (?) between the host and the peripherals, which is why this distinction is made.

There are also new DRPs (Dual Role Ports) for USB-C, which can change their function depending on the situation.
