unfortunately i can't charge a microsoft surface 9 pro with this powerbank. i bought a usb c cable for the surface. is it maybe the cable or do i have to change something on the powerbank?

You need a PD cable, i.e. a cable that is suitable for Power Delivery. These cables have electronics in the plugs that adjust the voltage for the connected device.
For example the "Club 3D USB4 Power Delivery"
Similar standard cables do not work for the Surface pro.
