These are exactly the same e-scooters as from the company CIRC, which are on the road in the city of Zurich. Why do they have a road permit and not here?

Yes, that is the case, they were probably limited to 20km/h with a new firmware. I'm currently trying to find out from ASTRA and the KAPO whether it would be legal to buy one of these and independently throttle it down to 20km/h. I don't need a type approval for e-scooters. Type approval is not required for e-scooters.
