Question about Samsung Galaxy Note8
The Wifi Caling menu item is missing on my device, as is VoLTE. I assume that this is omitted by the direct import. Can I fix or change this?

Not really. Unfortunately, that's the way it is with imports. And this mobile phone with 128GB is not sold in Switzerland....
Only mobile phones that are explicitly intended for Switzerland have WifiCalling. These are configured especially for the provider.
Either a mobile phone that is really cool and has more memory, but no WIFI Calling or WIFI Calling but a limited selection. Configuring it yourself will be difficult...
