I have exactly the same monitor.

What do you mean by turning the monitor ON? If the monitor is plugged with the power cable, it is always ON. But if you connect the HDMI or PD cable after turning your laptop ON, then it is possible that the laptop didn't detect your monitor. In this case, there is a little button below the screen that you need to push to wake it up.

It can be something wrong with the monitor or just the cable making the connection. Try another cable.
