My device had a flat battery when I received it, and I couldn't even start it up without having to connect it to the charging cable. Do I have to worry? In all these years, I have NEVER had a mobile phone that did not have at least 30-40% battery remaining after purchase. This can cause storage damage, or am I worrying unnecessarily?

If I were you, I would need the phone for now and if your battery is really weak/damaged, then check with the warranty to get a new one. You won't have any problems worse than power loss, though, if you're worried about the thing starting to burn or something.
