Is this water cooling sufficient for the i9 9900k without overclocking and possibly with oc?

Hello all. So at 95 TDP, the I9 is cooled just fine. But if you let it run free in the bios and provide full power, it needs about 190 watts and the I9 gets 100C hot at Prime95.... I have never had a CPU that is so hard to tame. Without benchmarking, my I9 runs smoothly at 5.2Ghz on all cores. But you better not need AVX...
What exactly do you mean by "without overclocking and possibly with oc"?
I run an I9 9900k without manual overclocking and the cooling is fine.
